The discolored portion in the lower left of the insulation indicates airflow through that section. It's dirty because air has been passing through it for years! The insulation may act like a sweater, but you don't JUST want a sweater on a cold day outdoors, you need a windbreaker too. That section needs some better air sealing!
The smaller sections between the joists has just insulation and NO air sealing! It's like wearing a sweater with no windbreaker on a cold windy day! That section needs a layer of plastic to prevent air flow into the house.
